Me thinks Xi Jinping needs to rethink the criteria for what causes "a bad social impact." Because what he did and is doing has a far greater "bad impact" on society than what anything a comedian could ever say.

When really a lot of the blame often times lies with the planners, designers and engineers. For unsafe, unlit, unmarked roads, pedestrians crossing at the same time as turning traffic, intersections with no line of sight one or both ways, narrow roads filled with obstacles, no sidewalks. And the cops for not enforcing traffic and cycling rules; red light running, stopping at pedestrian crossings, keeping left and so on.

Many times I had tried to put these thoughts into words. You did it quite succinctly. Well done.

Again...how does one define dangerous driving in Japan?

Given the conditions and propensity for pedestrians to not give a second thought to their surroundings, I side with the driver not being liable.

Most places aren't like Tokyo. The risks are much lower.

In my experience that is a completely untrue statement.

I have lived in Japan over 23 years and can say that the risk is just as high anywhere you decide to ride a bicycle. The basic lack of awareness is equal to all locations both for the rider and the driver.

“Furthermore, there are no penalties written into the law for not wearing a helmet while riding a bicycle, so even if you don’t wear one, or don’t make an effort to wear one, there will be no civil or criminal penalty.”

Nothing will change until there is a definite legal and/or monetary consequence to not wearing a helmet. Society needs an obvious consequence in order to make a behavioural change.

Not buckling up children in the car is another example. Obviously dangerous but now conscious reason to change.
