Can Japan afford it? There's so many issues that need to be addressed right now, like Fukushima. How will Japan afford to fix their nuclear issue and afford to bolster a defense force when the government is Y20 trillion in the hole?

If Japan can show that it can handle a military without going down the roads it has gone down in the past, then there shouldn't be a reason why the can't have a deployable military. However, I don't think this administration, due to recent incidents in non-military affairs and slowly hurting ties with other important allies, should be the one who changes that part of the constitution.

Judging by the "logic" given to this old woman, The Japanese Railway should have built a barrier to prevent something like this from happening. Not everyone is able to watch a sickly person or afford someone to watch over someone. The US is far from perfect, but if something here happens, it truly is the person's fault because all the standards are put into place.
