The amount of money the J government is going to donate will likely increase. I think its just an assessment money. If things are worse, J government will do more.
For example, when the Sumatra EQ happened, J gov initially donated 30mil dollars. But as the damaged were assessed, the J-gov donation increased to 500mil dollars.
