Now restrictions have been ADDED to permanent residents who left before the ban. Anyone reentering will need both a letter from the Japanese consulate and a PCR test results letter obtained 72 hours before flying in order to reenter.

so basically they pretend they’re gonna let foreign residents back in gradually but what they announced is even tougher conditions to the few foreign residents (pr who left before apr 3) that were already allowed back in. Wtf
