You cannot prevent pedophilia. Pedophilia is a disorder. It is a noun, not a verb. You can prevent child sexual abuse. I wish media organizations would stop minimizing child sexual abuse by conflating the two.

I very much doubt that the government actually monitors any one person's individual email/phone activity. More likely that they have programs to analyze the data to look for certain things. Seriously, what a silly question...

Obscenity, and harmful to children. Sexualizing them means that there are multiple adults who view it as morally acceptable. Free speech should have its limits.
