Rules are rules in Japan. I went there back in July and so much had changed after covid... did that after visiting the US in Jan. With all this uncertainty, better avoid visiting JP unless you're prepared to follow a long list of rules (written and unwritten) specific to the country. Southeast Asia, Europe, North America and elsewhere are all open!
