In typical fashion of Japan, fun is prohibited or profusely frowned upon by elders. Especially if it's the young generation enjoying it. A local park near my home stopped kids from playing ball sports. I can't think of anything more silly.
Meanwhile, in Japan reckless bicyclists are an epidemic. Not a day goes back where I have to play dodge the cyclist on the wrong side of the road.
