A stabbing isn't worth putting out an emergency alert for alone, unless the alert is to warn about an attacker on the loose, ideally in Japanese so people can choose to translate into whatever language they want to.
Heck, if there's one in Europe or the UK, the media and the police won't even report it if it deems it to portray members of the Muslim communities badly. No reason why an ultra safe country like Japan needs to warn foreigners.

Aren't the original IC cards more faster and allows the train companies to profit from the money held and use the money to invest in services?
Also it would mean that some fees would be deducted for credit card processing by VISA etc... which would lower revenue for the companies and reduce GDP for the nation.

Most likely why was the helicopter flying 100m above the chartered flight route, and he did the pilots not notice the plane?
I still believe that a deliberate action cannot be ruled out, but bad ATC and a bad helicopter visual awareness are probably factors in the collision. There were at least three in the helicopter which means at least one should have been looking for the plane.

I think they will engage in a movement similar to Hong Kong. There will be an effort to replace the Taiwanese population through immigration and high birth rates (similar to Muslims in South Asia and Europe), along with emigration of Taiwanese to locations with higher paying jobs. They will then get the Mainland Chinese to vote in a government that allows deeper security ties between China and Taiwan.

Vietnamese are usually active in Chiba, and Chinese criminals tend to be associated with different type of crime. Ibaraki has a larger number of Indonesians if anything but there isn't really a type of crime that is assoacited with them yet.
