Also why isn't the govt increasing hospital bed space? Convert fields, stadiums, gyms, etc. into field hospitals to take care of the less severe patients and leave the severe one for the actual hospitals.

It's not about the spaces or beds, or anything like that. It's all about doctors and nurses, which they don't have. Each ICU bed in Japan requires ICU 5 nurses. It doesn't scale.
Maybe if they didn’t tamper with their entry test results, we would have more (female) doctors and nurses.
