19-year-old arrested for attempted murder after driving with man clinging to hood of car

A 19-year-old man has been arrested in Niigata City on suspicion of attempted murder after driving his vehicle with a man in his 50s clinging to the hood.  

The incident occurred at around 5:15 a.m. on May 7, NTV reported. According to police, the driver, who was arrested on Sunday, is accused of driving with the man on the hood and attempting to kill him by shaking him off.

Police said the two men were acquainted and had gotten into a dispute shortly before the incident.

The man who was shaken off suffered a broken collarbone and ribs.

Police quoted the driver as saying, “I might have started driving in self-defense but I had no intention of killing him”

However it's still legal to clinging on people car in Japan?

If someone try to do that on the train it won't be legal at all right?

Why would only the driver be arrested?

Was there actual video of the incident or witnesses?

I'm not saying he’s innocent, but how many sane people cling on the hood of moving cars?
