A 44-year-old official from Japan's Finance Ministry has been arrested for allegedly taking an upskirt photo of a woman at a train station in the suburbs of Tokyo, police said.
Yasutaka Yoneta, who also serves as a specially appointed associate professor at Tokyo Metropolitan University, is suspected of placing his smartphone under the skirt of a woman in her 20s and taking a photo without consent. He has denied the charge, saying he doesn't remember.
According to the police, he photographed the woman's underwear at around 10 a.m. on Oct 23 while riding an escalator at Minami-Osawa Station in Hachioji.
The police questioned Yoneta, who is a member of the ministry's Policy Research Institute, over a separate incident at the end of October, wherein the image was discovered on his phone.

"He has denied the charge, saying he doesn't remember."
He forgot the "I was drunk" part to get off Scott free. And besides, how can you say you didn't do it if you don't remember?

Just another pathetic man-child getting his jollies. This is a kind of sexual assault and the penalties should match.

So what is it that he doesn't remember? LOL being behind her, or stalking her, or extending his arm / phone under her skirt, or all of the above??
As a public employee one would think that he would be the least candidate for this task.
