Give me a break! Japanese CARS may have more pedestrian safety standards, but the roads and the drivers sure don't. Left shoulder dinged by the side mirror of an idiot driving a giant minivan on a narrow street just yesterday.
And anyway, there is nothing wrong with giving people the option of buying something else. If Japanese products are so superior, people will continue to stick to those. Same with rice, butter, and everything else they feel they need to "protect".

Japanese road design, particularly in Okinawa is the worst I've ever seen and I've visited a lot of countries. The roads are very narrow, and many of them unlit at night, there are electric poles here, there and everywhere, there is no indication of where you are or where a road leads to, no street names and pedestrians and traffic freely mix. There are too many crossings with traffic lights, so people jump a red light. And there is nowhere to park, so people ignore double yellow lines and park anyway.
So what if the cars comply with safety standards or not. The roads and many of the drivers don't.

This is all a MacGuffin. US carmakers have no goal of increasing car exports to Japan. It's all about the car parts market.
