Police in Nagoya have arrested a 55-year-old child abuse support worker on suspicion of committing indecent acts with a 15-year-old boy.
According to police, Makoto Tosaki, who works in the Welfare and Children's Division of Midori Ward, met the boy through a social networking site in early August and invited him to his home on Aug 5, Sankei Shimbun reported. He is accused of performing lewd acts with the boy, knowing he was under the age of 16.
The incident came to light on Aug 20 when the National Center for Missing and Exploited Children, a non-profit organization in the United States, contacted the National Police Agency and reported that Tosaki's social media posts contained content related to the sexual exploitation of children.
Police said Tasaki has admitted to the allegation and quoted him as saying, “I like young boys around junior high or high school age, and I did it to satisfy my sexual desires."

Was the NPA too busy with bicycle and alien registration card checks to do its job to investigate predators?

Sadly some predators are attracted to jobs that make finding their victims easier. Background checks would help prevent them getting re-employed after getting a conviction.

Stunning that background checks are not mandatory for anyone working with children whether in education, extra-curricula or care activities or programs.
And together with such checks should be some kind of personal assessment based on fitness for the job.
In a number of countries you can't get anywhere near working in a kids/youth facility without a police check.
Why not here?

Oh no, not again. I’ve said so many times that all people who work with minors should have mandatory random checks of their devices. Many are attracted to these jobs to gain easy access to their victims.
