Trump's incoherent foreign policy will have a lot of employees unwilling to be a part of it, but this is restricted to the State Department.

Who would want to work in a department that was micro-managed and whose advice was ignored?

There are lots of people at "State" who were lifers. Whenever a new President comes, people will see that as a good time to retire. This is normal.

When a new President who will make things worse and cause thousands of firedrills over dumb things takes office, even more people will choose to leave.

Would be interesting to see the number of lifers for each President that choose to leave in January near the swearing in date. I found turnover data, but in 2019, the source decided to change how they counted, so that Trump's first term, Biden, and Trumps 2nd term couldn't be compared. The source was a conservative "think tank", so it makes sense they didn't want to show the number of high level diplomats that left - by request or by choice.
